Sir,
I have the honour to inform you that in April last, I obtained from Cairo at the suggestion of Mr. A. F. Arculli,
J.P., a local Mahomedan Merchant and leader of the Mahomedan
Community, copies of the manifesto made and issued in Egypt by the
Grand Cadi and Ulemns shortly after the declaration of war with
Turkey. I distributed copies to the Captain Superintendent of
Police, to the Military Authorities, and to the Government of the
Straits Settlements and I sent copies to Mr. Arculli for transla-
-tion and for publication in the liahomedan Kosque here. I attach copy of the translation.
Mr. Arculli propounded this manifesto at the Mosque in due course and on the 13th. instant he took the opportuni- -ty of a very large meeting at the Mosque on the occasion of the Ramazan Feast Prayer to again propound the manifesto in a speech which concluded with a loyal resolution copy of which is contained in the enclosed extract from a Press report of the proceedings.
